Analysis Of The Indonesian Government's Policy In Handling Illegal Fishing In The Border Area Of The Malacca Strait Waters (2020-2024)
Keywords:
Government Policy,, Illegal fishing,, Strait of MalaccaAbstract
The issue of illegal fishing in the border waters of the Malacca Strait is a serious threat to Indonesia's maritime sovereignty and the sustainability of its marine resources. The unauthorized activities of foreign vessels, especially those from Malaysia, have caused significant economic losses and marine ecosystem degradation. This study analyzes Indonesia's foreign policy in responding to these challenges throughout the 2020-2024 period. Using foreign policy theory as a foundation, and also using the behavioralism perspective as the main theory that must be owned by a government's foreign policy in international relations, emphasizes that a country's foreign policy is the result of behavior or decisions made by leaders or related actors. This research was conducted with a descriptive qualitative method through literature studies, documentation, and direct interviews with the Water and Air Police Directorate (Ditpolairud) of Riau. The results of this study are the formation of two policies by the Indonesian government, namely internal and external policies. Where Indonesia strengthens the fishing licensing system, optimizes supervision through sea and air patrols, and establishes bilateral and regional cooperation. Empowerment of coastal communities is also carried out as a form of participatory supervision. Although these efforts have a positive impact, the effectiveness of the policy still needs to be improved through strengthening maritime diplomacy as well as increasing the capacity of technology and institutional coordination.
